Assembly Bill 264, as enacted in 2002, amended, added, and repealed various sections of the Business and Professions Code relating to specialty license classification of contractors. (See Exhibit #1f) Assembly member Lou Correa introduced the bill on February 16, 2001 at the request of the Contractors State License Board. (See Exhibits #1a; #3, page 1; and #6, page 3)
Assembly Bill 264 was assigned to the Assembly Committee on Business and Professions and the Senate Committee on Business and Professions where policy issues raised by the bill were considered. (See Exhibits #3 and #6) The fiscal ramifications of the bill were considered by the Assembly Committee on Appropriations. (See Exhibits #2 and #4) Four amendments were made to Assembly Bill 264. (See Exhibits #1b through #1e and #2) Subsequent to legislative approval, Governor Gray Davis signed the bill on August 30, 2002, and it was recorded by the Secretary of State on September 3rd as Chapter 311 of the Statutes of 2002. This bill modifies various provisions of the Contractors’ State License Law relating to a specialty trade exam, surety bond procedures, and Worker’s Compensation Insurance Reports.
