Assembly Bill 1682 (Molina – 1983)

As enacted, Assembly Bill 1682 amended sections 210 and 256 and added section 225.5 to the Labor Code, relating to the payment of wages.  (See Exhibit #1e)  Assembly Bill 1682 was introduced by Assembly member Gloria Molina on March 3, 1983.  (See Exhibit #1a) 

Assembly Bill 1682 was assigned to the Assembly Committee on Labor and Employment and the Senate Committee on Industrial Relations where policy issues raised by the bill were considered.  (See Exhibits #3 and #8)  The fiscal ramifications of the bill were considered by the Assembly Committee on Ways and Means and the Senate Committee on Finance.  (See Exhibits #2 and #5)  Three amendments were made to Assembly Bill 1682 during legislative consideration.  (See Exhibits #1b through #1d and #2)  Subsequent to legislative approval, Governor George Deukmejian signed the bill on September 26, 1983, and it was recorded by the Secretary of State on September 27, 1983 as Chapter 1096 of the Statutes of 1983.  (See Exhibits #1e and #2)

The Senate Committee on Industrial Relations provided the following purpose statement for the provisions of Assembly Bill 1682:

    To increase existing civil penalties and create new civil penalties for violations of various provisions relating to the payment of wages.
