As enacted in 1989, Assembly Bill 1193 amended Government code sections 20011.1 and 20020.8 and added Government code section 21252.4, relating to the Public Employees’ Retirement System. (See Exhibit #1c) Assembly member Teresa Hughes introduced this bill on March 2, 1989 on behalf of the Peace Officers Research Association of California. (See Exhibits #1a and #3)
Assembly Bill 1193 was assigned to the Assembly Committee on Public Employees, Retirement and Social Security and the Senate Committee on Public Employment and Retirement where policy issues raised by the bill were considered. (See Exhibits #3 and #9) The fiscal ramifications of the bill were considered by the Assembly Committee on Ways and Means and the Senate Committee on Appropriations. (See Exhibits #2 and #5) One amendment was made to Assembly Bill 1193. (See Exhibits #1b and #2) Subsequent to legislative approval, Governor George Deukmejian signed the bill on September 12, 1989, and it was recorded by the Secretary of State as Chapter 404 of the Statutes of 1989. An Enrolled Bill Report of Assembly Bill 1193 as last amended on May 15, 1989 prepared by the Department of Finance provided the following digest of the bills’ provisions:
This bill, a nonurgency measure, would authorize school districts, through the county superintendents of schools, to authorize their law enforcement officers to elect to become subject to specified safety retirement formulas provided by the Public Employees’ Retirement System.
