SENATE BILL 2053 (KILLEA – 1994)

The California Revised Uniform Limited Partnership Act was amended in 1994 following legislative passage of Senate Bill 2053, which was introduced on February 25, 1994 by Senator Lucy Killea at the request of the Business Law Section of the State Bar of California.  (See Exhibits #1a; #1f; #4, document SP 2; and #14a, document A-1)

Following its introduction, Senate Bill 2053 was heard in the Senate Committee on Insurance, Claims, and Corporations, the Senate Committee on Appropriations, the Assembly Committee on Judiciary, and the Assembly Committee on Ways and Means.  (See Exhibits #2, #3, #7, and #9) 

Four amendments were made to the bill as the bill was considered by the Legislature.  (See Exhibits #1b through #1e and #2)  Subsequent to approval from both Houses of the Legislature, Senate Bill 2053 was forwarded to the Governor on September 15, 1994.  Governor Pete Wilson signed the legislation on September 28, 1994, and it was recorded by the Secretary of State on September 29th as Chapter 1010 of the Statutes of 1994.  (See Exhibits #1f and #2)
 
The Unfinished Business analysis of Senate Bill 2053, as last amended on August 22, 1994,  that was prepared by the Office of Senate Floor Analyses described the bill as “modif[ying] various provision [sic] of the California Revised Limited Partnership Act, as specified.”  (See Exhibit #12, page 1)
