Numerous Labor Code sections were enacted in 1937 following legislative approval of Assembly Bill 2100, a major codification bill that was introduced by Assembly members Thomas A. Maloney and Ray Williamson, both of San Francisco, on January 22, 1937. (See Exhibits #1a and #1c) They carried this bill for the California Code Commission. (See Exhibit #3)
Assembly Bill 2100 was heard in the Assembly and Senate Committees on Labor and Capital. (See Exhibit #2) The bill was amended once, while in the Senate, on April 5, 1937. (See Exhibits #1b and #2) Subsequent to legislative approval, Assembly Bill 2100 was signed by Governor Frank F. Merriam on April 24, 1937, and recorded by the Secretary of State as Chapter 90 of the Statutes of 1937. (See Exhibits #1c and #2)
The Legislative Digest prepared by the Legislative Counsel provided the following summary of Assembly Bill 2100:
