Senate Bill 381 was introduced on January 25, 1943 to amend former School Code section 2.1520, and its successor, former Education Code section 4861. (See Exhibit #1a) A single section bill, it only addressed these code sections during legislative consideration, and as enacted, amended only former Education Code section 4861 (current Education Code section 1260), relating to membership of schools in societies, associations, or organizations. (See Exhibit #1d)
Senate Bill 381 was assigned to both the Senate and Assembly Committees on Education where policy issues raised by the bill were considered. (See Exhibit #2) Two amendments were made to Senate Bill 381. (See Exhibits #1b, #1c, and #2) Subsequent to legislative approval, Governor Earl Warren signed Senate Bill 381 on May 28, 1943 and it was recorded by the Secretary of State on that day as Chapter 812 of the Statutes of 1943. Amends Sec. 2.1520, Sch. C., and Sec. 4861, Ed. C., to delete limitation of $30 for annual expenditure for membership of schools in societies, associations, or organizations.
