Several Education Code and Health and Safety Code sections were affected in 1994 following legislative passage of Senate Bill 732. (See Exhibit #1f) Senator Marian Bergeson introduced Senate Bill 732, relating to the revision of the Community Redevelopment Law Reform Act of 1993, on March 3, 1993. (See Exhibit #1a)
Senate Bill 732 was assigned to the Committee on Local Government where policy issues raised by the bill were considered. (See Exhibit #3) After approval by that Committee, the Senate Committee on Appropriations examined its fiscal ramifications. (See Exhibit #2) The Senate amended the bill on May 17, 1993. (See Exhibits #1b and #2) Senate Bill 732 was approved by the Senate and forwarded to the Assembly on June 9, 1993. (See Exhibit #2)
While in the Assembly, the Committee on Housing and Community Development considered the policy issues raised by the bill. (See Exhibit #7) Five amendments were made to Senate Bill 732 by the Assembly, on January 26, March 3, April 21, May 17, 1994 and August 16, 1994. (See Exhibits #1c through #1g and #2) The Assembly thereafter approved the bill and returned it to the Senate. (See Exhibit #2)
The Senate approved the Assembly amendments and forwarded Senate Bill 732 to the Governor on September 13, 1994. Governor Pete Wilson signed the bill on September 27, 1994, and it was recorded by the Secretary of State on September 28, 1994 as Chapter 936 of the Statutes of 1994. (See Exhibits #1h and #2)
Senate Bill 732 contained an urgency clause which caused the bill to become effective immediately upon enactment. The urgency clause found in Section 23 of the bill, states the reason for the urgency as follows:
In order to provide guidance and clarity to redevelopment agencies in complying with recent amendments to the Community Redevelopment Law, it is necessary that this act take effect immediately.

The 1993 Digest of Significant Legislation compiled by the Office of Senate Floor Analyses summarized Senate Bill 732 as follows:
Prohibits redevelopment agencies from levying local sales taxes, requires more accurate reports by an agency prior to selling or leasing land, and prohibits any subsidy on vacant lots over 5 years. Strengthens the findings legislative bodies must make prior to selling or leasing redevelopment land.
